UUl/,-,CS

Long Hollow Dam and Reservoir Summary Report-Preliminary Draft

footed ferret (Mustela nigripes), and Canada lynx (Lynx canadensis); three bird species, the
Eskimo curlew (Numenius borealis), Mexican spotted owl (Stix occidentalis lucida), and
whooping crane (Grus americana); the boreal toad (Bufo boreas boreas); and all three plant
species, Knowlton's cactus (Pediocactus knowltonii), Mancos milkvetch (Astragalus humillimus),
and Mesa Verde cactus (Sclerocactus mesae-verdae). The reasons for eliminating these species
from detailed impact consideration are included in Table 1.

6.2.2 Sensitive Species

The Colorado Natural Heritage Program (CNHP) database was searched for state sensitive
species with the potential to be affected by the project in addition to the federally listed species
addressed in this assessment. Two native fish, the roundtail chub (Gila robustus) and the
flannelmouth sucker (Catostomus latipinnis), are known to occur in the La Plata River
downstream of Long Hollow. The roundtail chub is considered a species of special concern by
the Colorado Division of Wildlife (CDOW) and is listed as endangered by the State of New
Mexico. The flannelmouth sucker is considered a species of special concern by the CNHP.

6.2.3 Summary of Conclusions of T&E Species Evaluation

Analysis of the potential impacts on endangered, threatened and candidate species is summarized
in Table 2. As a result of the potential for adverse impacts to San Juan River endangered fishes,
Section 7 Consultation with the USF&WS is necessary for this project.

While potential adverse impacts from the project may result to the roundtail chub and
flannelmouth sucker, these species are not currently protected by the Endangered Species Act
(ESA). In order to minimize potential impacts to these native fisheries, the project sponsors will
coordinate with the CDOW and and seek to establish a monitoring and flow mitigation plan that
meets the requirements of the Compact, while also meeting seasonal flow requirements for these
fish.

6.2.4 San Juan River Basin Recovery Implementation Plan (SJRIP)(Move in front
of 6.2.3)

991-077.115
May 2004

Wright Water Engineers, Inc.

Page 9
