<br />fHJ17J7 <br /> <br />Long Hollow Dam and Reservoir Summary Report-Preliminary Draft <br /> <br />Red Mesa Aquifer could provide needed temporary storage to better manage Compact deliveries <br />and the water resources in the La Plata Basin. <br /> <br />6.0 INSTITUTIONAL ISSUES (COMBINE SECTIONS 6 AND 8 OR BETTER <br />DEFINE THEM <br /> <br />6.1 National Environmental Policy Act (NEPA) <br /> <br />Because the project involves a live stream and wetlands. requires a federal nexus, a U.S. Army <br />Corps of Engineers (USACE) 404 Permit is required and , the project requires an appropriate <br />level of NEP A compliance, in this case an Environmental Assessment. A review of the potential <br />for LHR to affect species listed as threatened and endangered (T &E) under the ESA is part of the <br />NEP A evaluation. <br /> <br />6.2 Threatened and Endangered Species (T&E) <br /> <br />LPWCD contracted with Ecosphere Environmental Services (Ecosphere) to investigate potential <br />impacts to T &E species protected under the ESA that may result from the LHR construction and <br />operation. <br /> <br />6.2.1 Federally Listed Species Considered and Evaluated <br /> <br />Ecosphere reviewed the 15 federally listed T&E flora/fauna species that may potentially occur in <br />La Plata County, Colorado, including two mammals, two fish, seven birds, one amphibian and <br />three plants. These species, their protection status, a general description of their habitat <br />requirements, and their potential to be impacted by the LHR are provided in Table 1. Six of <br />these species have the potential to occur in the project area or be affected by development of the <br />project and thus more detailed surveys maybe required prior to proiect authorization and <br />construction . <br /> <br />Nine of these species were eliminated from detailed project impact consideration due either to a <br />complete absence of potential habitat in the project analysis area or the extreme rarity of the <br />species in or near the project area.
