001711

Long Hollow Dam and Reservoir Summary Report-Preliminary Draft

about 160 acres was surveyed for cultural resources, which is based on an LHR maximum pool
elevation of 6,31 0 feet (see Fig. 1).

During the survey, five archaeological sites and five isolated finds were encountered and
recorded. The five archaeological sites include the remains of a pre- World War I homestead, two
ditches and associated features dating from the 1920s through the 1950s, and two prehistoric
sites that may represent Archaic Period use. The two prehistoric sites (5LP7399 and 5LP7400)
were recommended by LP AC as eligible for nomination to the National Register of Historic
Places. The three historic sites (5LP7396, 5LP7397, and 5LP7398) were not recommended by
LP AC as eligible for National Register nomination. (Given the number of cultural sites found in
the Ridges Basin area. I would be very concerned that additional work in this area may be highly
likely and would provide increased contingencies.)

Each prehistoric site contains features or areas with intact cultural deposits within the zone likely
to be impacted by LHR construction and development. LP AC recommended that a plan
approved by USACE and the Colorado State Historical Preservation Office (SHPO) be
implemented to mitigate any adverse impacts. An approved treatment plan for the two sites
would ideally include the recovery of data from the impacted portions of the two sites; analysis
of any recovered artifacts, botanical samples, fauna samples, dating samples, and other relevant
data; and preparation of a report detailing these investigations and their results. LP AC findings
were submitted to USACE, which forwarded them to the SHPO.

6.5 Indian Trust Assets

The effect of the project on Indian Trust Assets also will be studied in cooperation with USACE
pursuant to appropriate consultations with Native American tribes and nations. This work will
be used to determine if any cultural resource issues present a fatal flaw for the project. Potential
mitigation needs will also be considered. (Are their any Indian lands involved? We need a land
ownership map of the basin attached to the reoort.

991-077.115
May 2004

Wright Water Engineers, Inc.

Page 12
