<br />the $20 million to state fund; there was a significant attempt by some <br />basins to change that criteria; this is the primary reason there is a <br />reevaluation of the criteria scheduled for October; some basins want $2 <br />million for basin funds for a total of $18 million in basin funds and $12 <br />million in state funds because this meant roundtables would have more <br />control; this roundtable had said that we wanted $1 million for basin fund <br />with remainder to state wide fund; Wilkinson proposes that we would take <br />6/1 Oths of the split to the state fund; so now $300,000 for each roundtable <br />this year. Wilkinson argues that the more that is put in the basin funds, <br />more balkinzation; more in state funds, more consensus needed for <br />projects. Please give direction whether or not we want to continue down <br />the previous road that we want bulk in statewide. <br /> <br />Bill Jerke: I don't want to change. <br /> <br />Mike Shimmin: No movement to cut amount that has been allocated to <br />roundtables; just movement to increase the total amount available in the <br />roundtable fund. When they cut the allocation for coming year to $6 <br />million, this has just been deferred; an additional year has been added: so <br />over 5 years, total of $42 million instead of $40 million in 4 years. Other <br />point that was made: not all oflast year's $10 million was committed, so <br />there will actually be close to $10 million for next fiscal year. <br /> <br />. Jim Hall: State Engineer: Report on river: Call today: Junior irrigation <br />call; several hundred cfs over the state line; Balzac almost to zero; Junior <br />bypass call; might go back to free river given rain; month plus free river <br />. .. this exceeds what we have had in the last five years; this should assure <br />a good irrigation year; recharge rights are 1970s and junior rights are <br />1922; 1914 appropriation. <br /> <br />.
