<br />Wilkinson: I believe that these two scopes could be done concunently; <br />you need both of these components to get to the determination but it <br />would behoove the process to do them concurrently. <br /> <br />John Metli: Concurs that there is no room for "foot-dragging." <br /> <br />Shimmin: The assessment of available water is basic hydrology; the <br />question of non-consumptive needs is an exercise in deciding whether we <br />will decide what is needed for these needs and then assign x amount of <br />water to those; therefore, agrees with Wilkinson that these studies should <br />be done at the same time and thus we would be ahead of the game. <br /> <br />Rick Brown: The question has been posed: do we look at remaining <br />supply availability or do you look at natural flow; what approach to take; <br />if you are looking at un-depleted flows, would look at this; first: look at <br />what is legally available right now, and this would have different impact. <br /> <br />. Legislative Report: <br />Diane Hoppe: Legislature's Water Review Committee will join with <br />Water Education Committee on the 25th in the Gunnison Basin; cfwe.org <br />has registration information. CWBC Report: <br />Wilkinson: CWBC director is retiring on July 1; DNC Director looking <br />for replacement; next meeting in Craig on July 11 & 12; CWBC did <br />review applications; process went smoothly. <br /> <br />Rick Brown: The legislative change made to water reserve account: <br />change to the funding stream that comes into the account; this year it has <br />been reduced from $10 million to $6 million for this year: thus, a need to <br />decide how this will be distributed between basin accounts and state wide <br />account. More to come on how allocation will be decided upon. <br /> <br />Other topic: Interpretation of provision of the statute re: protection of <br />water rights; 2 applications in March: Roaring Fork and Grand County; <br />question was whether or not these studies could be interpreted as <br />impacting existing water rights. <br /> <br />Wilkinson: this review will be taken up before October. Grand County <br />has withdrawn their application. As member of the subcommittee <br />deciding re-allocation: $4.5 million to roundtable funds; $5.5 million to <br />state wide; this year: $1 million to roundtable fund then $11 million out of <br /> <br />2 <br />
