<br />Ross Bethel indicates studies. <br /> <br />Ross Bethel: Refinement areas of2, 3, 4 (see page 3): Grouped together <br />because there is a common tool that can be used: <br />-- The decision is to do a modeling effort of the South Platte; these models <br />are several years off; not trying to replicate those; trying to come up with <br />simplistic model of historic uses of water on South Platte: StateModel <br />Program (State Water Allocation Model); data banks ready; looking for <br />inflows and outflows of South Platte River downstream of Spinney; this <br />would also have water rights tied into this model; similar to a Point Flow <br />Model that adds legal water rights. <br /> <br />Harold Evans: You talk about modeling the Main Stem; but the bulk of <br />our population is on the tributaries, not the Main Stem; so how do you <br />address the populations like Boulder, Greeley... we do not get our water <br />from main stem. So you will not be modeling a large part: Poudre Basin, <br />etc; everything off of Divide; <br /> <br />Ross Bethel: Right, keeping it to main stem; <br /> <br />Harold Evans: so you will not be addressing the needs of a large part of <br />the population or membership constituency of this roundtable? <br /> <br />Mike Shimmin: How will you handle well depletions and recent recharge <br />if you are only looking at the main stem? <br /> <br />Ross Bethel: this would be imposed on scenarios for future <br />Study period from 1950 up to 2005. <br /> <br />Harold Evans: Ground water modeling primarily Denver Basin <br />Per Item 11 (Update Model Demands to Future (2050 levels): <br />--lots of ag transfers going on in tributaries as well; don't ignore this <br /> <br />Ross Bethel: Once model is built, nos 13-16 (Page 4-5) re: unappropriated <br />water question will be able to look at Model Application for <br />Administrative Change and Re-administration of the reservoir systems; <br /> <br />Harold Evans: Joe Frank, please elaborate on this: <br /> <br />Joe Frank: A more strict administration in place; ie. Augmentation plans <br />in place that were not there before; calls will be different. <br /> <br />Bmce Gerk: Closely monitored river now; very diligent effort to capitalize <br />on the water that is in the river; thus, you have a large change in how we <br />are using the water; thus, there will not be water escaping inadvertently at <br />any significant level; thus the ability to capture large flows in the absence <br /> <br />7 <br />
