be... if we stay in the 179 process, this is essential. The other way around that
would be a group of entities that would singularly go for studies; this will not
be well received by Yampa. Yes if this roundtable, Metro and AK were
possibly to go with us, and went to Yampa with olive branch, perhaps would
be a good idea and to see what feedback from Yampa.

Jerke: We need to understand what risk this could be for proponent
(Northern)...is roundtable process helpful or not?

Janet: Would like to enteltain a motion that invited the meeting to occur to
talk about these mutual benefits so that Yampa concerns would be built into
scope of next study.

Jerke: Motion would have to come fi"om NOlthern.

Wilkinson: NOlthern is an advocate for project, not proponent. If the project
gets built, money will come from proponents. If project moves forward, must
be a wide community project. Yampa roundtable meets quarterly.

Howard: We meet in March; this should be on table for March. Agree with
Shimmin; this is an opportunity to put these roundtables together and have
something drafted for March meeting.

Shimmin: Wilkinson could put pen to paper to have something we could adopt
in March and take them in April. . . to commence dialogue with them.
Personally convinced that if this process is going to work, we have to get
different basins to work on projects that is beneficial for each basin; we must
bring all of these needs to table; honest assessment of what it takes, and go for
it... this is ideal opportunity to commence interbasin dialogue; then start to put
together application for 179 basin fi"om bottom up, basin of origin and
receiving basin to work together.

Willkinson: Northern is going to make presentations to metro and AK;
optimally if we could get all three basins to sign on... this would be better
stroke.

Hecox: Perhaps more beneficial to give presentation, gauge feedback, then go
back after Metro and Arkansas presentations.

Wilkisnon: would feel more comfortable getting a gauge from them then
volley back...

Don Ament: Dept of Ag every 5 years does survey of population; growing
sympathy there for agriculture. Sooner you take pressure off, off Gunnison,
Rio Grande, once you put a project together, this would take pressure off
everyone in state.

8
