Wilkinson: North Platte of pipe line crossing their area: but under decree of
equitable appOltionment, CO v WY...
www.ncwcd.org

Jerke: keep in mind the importance of no 2: alternative of drying up ag;

Janet Bell: Article fi"om DU and economic value of ag land on east slope
(distributed to all in Febmary via email); is there a piece of cost benefit
analysis where value of ag land is figured in?

Harold Evans: Ag dry up is the only option, if we don't do something
different; this is much better alternative.

Janet Bell: Seems like this is a perfect project for roundtable cooperation.

Wilkinson: NOlthern put it on the table; Northern wants it to be advanced;
political climate not right for use of 179 money unless Yampa asked for it. If,
for example, South Platte, AK and Metro, went to Yampa... could go forward.
Before change of administration, would have been a vetting of this in front of
IBCC, Russ George thought this would be an example of common interest;
this has been discussed with Harris Sherman... still figuring out how it fits.

Hecox: appropriate path: Yampa roundtable is the key area; Yampa did talk
about it at last meeting and decided it was interested enough to have
Wilkinson present at April meeting; the fact that we have this venue of the
roundtable in which to present, is a success in and of itself. Very fact that we
have a venue where discussion can take place is of value.

Sue Morea: RE: SWSI: water supply objectives that State accepted; it was
always intent to take projects and compare them against each other in order to
get back to objectives to see which projects score the highest; need to take
some of these big projects with final S WSI of showing how these projects
meet these objectives.

Shimmin: What can we do to initiate discussions with another roundtable?
2 part question:
1) Since you are meeting with the Yampa in April, would it be helpful for this
roundtable to take some action to start discussion phase with Yampa... then to
grow to other basins? Is there a tangible step we could take as roundtable?
2) In terms of additional studies: have you identified what the next phase
would be in terms of the next step? Would there be a 179 proposal between
South Platte and Yampa to take this to the next level?

Wilkinson: Next step: quantification of CO River Compact and what is
available; if this roundtable took olive branch to Yampa and said we would
like to talk about a cooperative study on this.. .see what their reaction would

7
