<br />Hecox believes that governor is committed to finding what is <br />working well with the process and how to look at strengths of <br />programs. <br /> <br />2) Other IBCC topic: Discussion about CO River Compact Issues; <br />how this compact will be interpreted in the future will have <br />impact on future of all new project development. CWCB <br />constmction bill and funding; language that focused on funding <br />for a study on the CO River Compact. Study should remain in <br />the bill, should be done; IBCC consensus. <br />Debate started: Eric Kuhn: CO River: 1) will future look like <br />past? Re: climate change, water flows and 2) if so, how to take <br />that into effect in applying CO River Compact vis a vis upon <br />what to project the CO yield; 3) How to approach full <br />development of CO's allocation? Consensus that we need to <br />study these; but to focus on how much of CO is yet to be <br />developed and how will we approach CO River development <br />issues: West Slope has goal that there is no more water to use; if <br />study is done, where from there.... <br /> <br />Eric Wilkinson: Eric Kuhn's presentation/argument repetitive; <br />idea that he is purporting that we need to be careful of CO River <br />Compact; he makes allegory to South Platte.. .can't do that; <br />Kuhn advocates that if we develop much more titlement. . .if we <br />don't deliver enough water to downstream states, then who will <br />incur the impacts as result of compact call? ... if South Platte <br />were based on firm yield, South Platte would stop development <br />in 1900... infrastmcture helps you develop your water <br />resources. . . thus, define what has been developed by CO and <br />hypothetically what will be developed; thus, measure per future <br />and past.. . heard numbers as much as 25% reduction on CO <br />river... what measures can be put in place to mitigate the risk of <br />developing beyond firm yield; deliver just to firm yield no risk <br />but you won't develop beyond that; there has been jockeying <br />around this week per SB122 and changes in language: West <br />Slope wants to change it completely... then group decided <br />language was fine as is. Important to South Platte and Metro and <br />Arkansas as well as to all 9 roundtables, that we look at what is <br />available in the CO river and how we will manage that <br />resource. . . if not, 1 million ac ft of water to be developed over <br />there. . . other estimates less... but historical 3.08 million ac ft of <br />available depletions that are available, thus not something to <br />dismiss lightly. Thus, all basins of state need to push for the <br />information then what we do with that info, is something that <br />Roundtables can use/analyze/proceed from. <br /> <br />2 <br />
