Jerke: to be clear, these are unappropriated waters on the CO
River. . . not talking about appropriated water; let alone
conservation, yes?
Wilkinson: Yes

Hecox: To follow up on Wilkinson's points: this roundtable
needs to focus on 1) legislation that is in front of the legislature;
roundtables would have role in scoping that study and these
roundtables could take an active role on these; important to have
input on these issues; not only important to basins on West
Slope. 2) IBCC had this general discussion; Hecox will work to
formulate plan on how to move this conversation on CO River
forward;
--Other items: agenda at IBCC changed at last meeting: these
items: 1) DNR and CDM are creating fact sheets as resource for
roundtables and constituents that show how to use water supply
applications; Hecox writing up what he knows that each
roundtable is using and then he will finalize this and print it out;
this will come via email; wants to make sure that the process we
are using is correct as articulated;
2) (See memo) Report from IBCC Public Education and
Outreach Group; memo was distributed; requests of roundtable:
they want some help to redesign website: they want to work with
roundtables to come to point to develop agendas out into future
so that agendas are not developed at last minute; want to have
more future look to agendas to help communicate this to larger
public; 2) they are interested in having reps on roundtable
engaged to know how to best reach their constituents.

2. Groundwater sub-committee report: Joe Frank reports:
Comments being gathered: Joe's main comment is that this repOlt does not
look at any legal issues or hydrological storage; it is looking at
infrastmcture costs and physical costs; they need some disclaimers in this
report; but per physical characteristics, the study is identifying points.
Report in by March 1 2007.

Hecox: role of roundtable subcommittees is to give local input, no action
needed by entire roundtable; but information out of this will be interesting
to full group; therefore, would be useful to present the results of this study
to entire group.
Follow-up legislation might be in works.

3. Legislative Report: Diane Hoppe, Steve Simms
Summaries of bills: 17 water related bills: 1) expanded water bill that
consolidates CWCB funding programs;
SB 13: Clarification of water authority: killed in committee

3
