URBAN DRAINAGE AND FLOOD CONTROL DISTRICT
FLOOD DISASTER AND MITIGATION PLAN
STANDARD OPERATING PROCEDURES
REVISED APRIL, 2007

Introduction
These Standard Operating Procedures (SOP) outline, in a general way, the implementation of the
District's Flood Disaster and Mitigation Plan (FDMP) (attached) for various levels of flooding or
flood potential within the District boundaries. It is the responsibility of each engineer staff member
to be familiar with both the SOP and FDMP and to have copies of both readily available at the office
and at their home.
Responsibility for implementation of the SOP will rest with the first available person from the
following priority list:
1. Kevin
2. Chad
3. Dave L.

Bill

7.
8.

Paul
David M.

4,
5.
6.

Mark

Ben

Phone Numbers
All phone numbers that may be needed to carry out this SOP are listed on pages 7 through 9 of
the SOP.

Receipt of Information Concerning Floods
Genesis Weather Solutions, LLC (GWS) has been retained by the District to provide
meteorological support to supplement the National Weather Service (NWS). Skyview Weather will
serve as a sub-contractor to GWS. GWS/Skyview and NWS will confer as often as necessary to
detect possible or existing flood situations. GWS/Skyview has the responsibility to inform the
District and affected local governments of any flood situation they or the NWS detect. Information
concerning various weather conditions will be provided to the District and local governments in the
form of messages. A brief description of each message type is located in the Appendix following the
last page of this SOP. Each message will contain the geographic area affected. It will probably be a
fairly large area initially (such as western Adams and Denver Counties) and more specific as the
situation develops. Ideally the messages should flow in sequential order, although some weather
conditions may require that Message 2 or Message 3 will be the first message received.
During working hours GWS/Skyview will contact the District office by phone and fax. Weather
bulletins will also be posted on the Internet (http://f2p2.udfcd.org). After hours GWS/Skyview will
call the priority list above until one engineer is reached.
Post all current GWS/Skyview faxes on the grip strip labeled "F2P2 Messages" adjacent to the
wall map in the ALERT area located along the south windows. Place older faxes in the F2P2
message tray on the ALERT area table.

\f1ood\waming\fdmpsop 1

1

(4/07)
