<br />Basic District Goals <br />The District is not directly involved in any warning, evacuation or flood fighting activities. <br />Immediately prior to and during a flood event the District goals are to document the flood event (with <br />pictures) and to provide assistance to local governments to the extent possible as requested. <br />Immediately following a flood the District goals are continued documentation; evaluation of how <br />District-funded plans, construction, etc. worked; and providing assistance to local governments. <br />Details are given in Sections 3.0, 4.0 and 5.0 ofthe FDMP. <br />Outside Assistance <br />The following agencies and consultants can be contacted for assistance in the areas described. <br />1. Colorado Water Conservation Board (CWCB) - Coordinate aerial photography (black and <br />white and infrared) with CWCB. Either the District or CWCB should contact the <br />Colorado Division of Emergency Management (Colorado DEM) to inform them of the <br />flooding situation and of any aerial photography plans, in order to prevent duplication of <br />effort. Specifically request Colorado DEM to determine whether or not other agencies <br />are also considering aerial photography, and to report their findings back prior to <br />initiating the CWCB/District photography. <br />2. Leonard Rice Engineers (LRE) - LRE can provide people to take pictures during and <br />immediately following a flood. They also can provide on-the-ground documentation of <br />flood outlines and high water marks. <br />3. U.S. Geological Survey (USGS) - USGS can be requested to obtain high water and cross- <br />section data and develop flood discharge estimates, although we do not have a formalized <br />commitment from them. Use LRE first. <br />Actions To Be Taken <br />Following are check lists of actions to be taken, or at least considered, for various stages of a <br />flood situation. The engineer in charge must exercise his best judgment as to which actions to <br />actually take, based on the situation. For example, intersection flooding would not require <br />notification of the CWCB. When notifications or field operations are necessary, keep a log noting <br />who was contacted, at what time, and any follow-up actions taken (see "District Flood Incident <br />Action Log" in the appendix of this SOP). <br />1. DURING WORKING HOURS <br />A. Message 1 (Nuisance Flood Advisory) or Message 2 (Flash Flood Watch) <br />1. Advise everyone in the office of the situation. <br />2. Attempt to locate other staff members who are out of the office and advise them. <br />3. Staff members out of the office will keep the office advised oftheir whereabouts at <br />all times. <br />4.
