<br />(3) Providing, to the extent possible under the given circumstances, technical assistance <br />to local governments on request. Following flood events that do not qualify for <br />either federal or state disaster assistance review Colorado State Emergency <br />Operations Plan to identify potential assistance available from state agencies under <br />normal program authorities. <br />5.10 (L) - Participate actively in state and federal disaster assistance process, where applicable, <br />including Section 322 Hazard Mitigation Planning, and the Section 404 Hazard Mitigation <br />Grant Program. Grant program activities may include identifying and notifying potential <br />applicants, providing technical assistance for the development of eligible projects, assisting <br />DEM and CWCB in prioritizing and selecting eligible projects, and providing financial and <br />technical assistance to local government applicants within the District for Hazard <br />Mitigation Planning and Hazard Identification and Risk Assessment. Funding for post- <br />flood planning may be available, at the discretion of the state, through FEMA's 7% HMGP <br />"Planning Set Aside" and the pilot "Expanded Mitigation Strategies Planning Grant <br />Program" <br />5.11 (L) - Insure that past floodplain development mistakes are not repeated during the recovery <br />phase by: <br />(1) Monitoring the effectiveness of floodplain management efforts of affected local <br />governments paying particular attention to substantial damage and improvements <br />requirements. If the Executive Director determines that local governments are not <br />regulating the floodplain in accordance with applicable state, federal, or District <br />criteria, he shall bring this fact to the attention of the Board of Directors, who shall <br />consider enforcement of the District's floodplain regulations in those areas. <br />(2) Requiring Board of Director's approval of all flood control facilities to be built on <br />multi-jurisdictional drainageways in the disaster area. <br />5.12 (S&L) - Consider allocation of District funds for recovery and mitigation plan <br />implementation upon request of local governments. This shall include: <br />(1) Review of requests for Emergency Contingency Funds established under Resolution <br />#54, Series of 1981, in accordance with the criteria established in Resolution #55, <br />Series of 1985. <br />(2) Upon the perceived need for additional support, consider allocation of District <br />capital improvement funds for recovery plan implementation upon request of local <br />governments. <br />Any such consideration will take place at a regular or special session ofthe Board of <br />Directors, and will first consider any potential for using these funds as a source to match <br />state or federal funds available for the proposed use.
