<br />SECTION 5.0 RECOVERY PHASE TASKS. During the recovery phase, the District will <br />undertake the following short-(S) and long-(L) term tasks. Short-term is defined as those <br />activities that should be initiated within 30 days of the flood event. Long-term is defined as those <br />activities that would probably not be initiated until 30 days after the flood event. <br />5.1 (S) - Those documentation tasks coordinated with other agencies under Section 2.10 of <br />this Flood Disaster Plan. Share documentation information with DEM and FEMA, as <br />appropriate. <br />5.2 (S) - Inspect affected District owned or funded flood control facilities for effectiveness and <br />damage incurred. Report damage to DEM for inclusion in the overall Damage <br />Assessment. Determine if damage was normal or unusual and unexpected. Determine <br />why unexpected damage occurred and make appropriate adjustments to design and <br />construction procedures. If a Presidential Disaster Declaration is issued the District could <br />be an eligible applicant for federal assistance. <br />5.3 (S) - Evaluate the effectiveness the District's annual notification effort (Section 2.3) may <br />have had in reducing the flood damage and loss oflife. <br />5.4 (S) - Evaluate effectiveness of affected District funded flood detection systems and flood <br />warning plans in reducing damage and loss of life. Determine what changes or <br />improvements should be made. <br />5.5 (S) - Compare actual flood discharges, depths and'outlines with affected District flood <br />hazard area delineations. Determine how well the actual predicted floodplains compare <br />and the reasons for any substantial differences. <br />5.6 (S) - Evaluate the effectiveness of the District's maintenance activities. <br />5.7 (S) - Participate actively in state and federal disaster assistance process, where applicable, <br />including: (1) Preliminary Damage Assessments, (2) Requesting USACE "GAP" <br />legislation assistance, (3) Disaster Application Centers, (4) Disaster Recovery Centers, (5) <br />Reconstruction Information Centers, (6) Preparation of Project Work Sheets, (7) Early <br />Implementation Strategy Reports and (8) post-disaster Hazard Mitigation Teams. <br />5.8 (S) - Determine the need for, and undertake as appropriate, hosting post-flood clean-up <br />and mitigation "open-houses," distribution of "How-To" procedures, Flood Protection <br />Handbooks, and publishing a recovery newsletter for local governments to distribute. <br />5.9 (L) - Assist local governments in their recovery planning efforts by: <br />(1) Offering to evaluate existing master plans for their applicability to the recovery <br />planning effort. <br />(2) Offering to manage the development of a community wide flood recovery and <br />mitigation plan. Funding arrangements for this task will be subject to approval of <br />the Board of Directors. <br /> <br />4 <br />
