<br />2.11 Carry out maintenance activities to insure that drainageways and flood control structures <br />function as well as possible. <br />2.12 Coordinate with DEM and CWCB annually to optimize the District's responsibilities and <br />opportunities within the frameworks of the Colorado Hazard Mitigation Plan, the Colorado <br />Administrative Plan for the Hazard Mitigation Grant Program, and the DRCOG DMA <br />Mitigation Plan. <br />2.13 Coordinate with DEM and the Federal Emergency Management Agency (FEMA) annually <br />to host a District-wide training session that addresses, at minimum, the NFIP and State and <br />Federal Disaster Assistance. The NFIP training will address those issues identified in <br />paragraph 2.6. The disaster assistance training should address appropriate topics such as <br />damage assessment, timely and accurate documentation, resource coordination, hazard <br />mitigation planning, post-disaster responsibilities, and available funding, per declaration <br />type (State declaration, FEMA declarations, and declarations of other federal agencies <br />[SBA, USDA]). All District communities should be encouraged at this time to establish <br />their own emergency contingency fund. <br />2.14 Make local governments aware of funding, as it becomes available, under FEMA's Disaster <br />Mitigation Act of2000 which establishes the Pre-Disaster Mitigation Fund, and FEMA's <br />HMGP and FMA programs, as well as applicable USACE and NRCS programs. <br />2.15 Other tasks which become apparent and are approved by the Board of Directors at some <br />future date. <br />SECTION 3 .0 WARNING PHASE TASKS. Staff and equipment limitations restrict the ability <br />of District staff to assist local governments during the warning phase of a potential flood disaster. <br />To the extent possible under the given circumstances, the District will undertake the following <br />tasks: <br />3.1 Those documentation tasks coordinated with other agencies under Section 2.10 of this <br />Flood Disaster Plan. <br />3.2 Other assistance requested by affected local governments. <br />SECTION 4.0 EMERGENCY RESPONSE PHASE TASKS. Staff and equipment limitations <br />will also restrict the ability of District staff to assist local governments during the emergency <br />response phase. To the extent possible under the given circumstances, the District will undertake <br />the following tasks: <br />4.1 Inspect and photograph affected District funded flood control facilities for operational <br />effectiveness during the flood event. <br />4.2 Those documentation tasks coordinated with other agencies under Section 2.10 of this <br />Flood Disaster Plan. <br />4.3 Provide other assistance at the request of affected local governments. <br /> <br />3 <br />
