<br />2.6 Support the National Flood Insurance Program (NFIP) by: <br />(1) Encouraging occupants of flood hazard areas to purchase flood insurance. <br />(2) Notifying local governments of the reduction in federal disaster assistance for <br />damaged public structures that are under-insured; and of the reduction in federal <br />disaster assistance from a cost-share of 75-25 to a cost share of 25-75 for facilities <br />that are damaged more than once in a ten-year period by the same type of event and <br />the facility owner has failed to implement appropriate mitigation measures. <br />(3) Notifying local building inspectors of the "substantial damage and substantial <br />improvement" requirements, regardless of the cause of the damage or the <br />improvements. <br />(4) Including in the annual training program identified in paragraph 2.13 information for <br />local governments on the above, and other appropriate program guidance such as <br />Sections 1316, 1363, the Community Rating System, the Flood Mitigation <br />Assistance Program, Substantial Damage-Substantial Improvement, Residential <br />Substantial Damage Estimator (RSDE), Increased Cost of Compliance, the Pre- <br />Disaster Mitigation Program, the Disaster Mitigation Act of 2000, the Map <br />Modernization Program, and the NFIP Reform Act of 2004.. <br />(5) Encouraging communities to conduct the interactive Flood Mitigation and Recovery <br />Exercise (FEMA, 1995, updated for Colorado by AMEC in 2006). <br />(6) Emphasizing the need to develop and implement a strategy that addresses Repetitive <br />Losses and Severe Repetitive Losses in those communities where this is applicable, <br />I <br />if any. <br />2.7 Cooperate with local governments and other appropriate agencies in the planning and <br />installation of flood detection systems and the formulation of flood warning and flood <br />disaster plans. <br />2.8 Annually, before the flood season, encourage local governments to inspect their existing <br />flood detection systems and practice their existing warning plans. Provide District staff <br />assistance on request of local government. This task applies to those detection systems and <br />warning plans funded with District monies, or which the District helped prepare. <br />2.9 Develop and keep current, a checklist of what actions other agencies will take in the event <br />of a flood disaster. <br />2.10 Coordinate flood damage documentation responsibilities with the Colorado Water <br />Conservation Board (CWCB), U.S. Geological Survey (USGS), U.S. Army Corps of <br />Engineer (USACE), National Weather Service (NWS), the Colorado Division of <br />Emergency Management (DEM), and others. Reaffirm District responsibilities annually. <br /> <br />2 <br />
