Mike Shimmin: For example, "High Plains" aquifers were not evaluated;
look at report and note that there is no change in their numbers; so 10
county area of our roundtable is not addressed; these counties facing
challenges because of Republican River Compact.

Rick Brown: Made choice not to go into that sub basin during the
Republican River litigation; so we identified the issue that this is a
dwindling resource; but now how do we look at the trends we are now
seeing, what do we now want to say about it as per assessment and
needs. . . thus, what levels of refinement do you want?

Shimmin: Some of those who are not here, are from this area; maybe they
are not here because they do not feel as though we are dealing with their
problems; feel as though we are mshing down the path; yes, I believe that
there are refining questions along the way; does not keep us from using
the SWSI report as a guide post for funding; does not seem to impede
progress; need to flesh out some of the data.

Bill Brown: Motion: That the South Platte Roundtable adopt as our
interim basin water needs assessment the water needs assessment already
done by SWSI subject to refinement and modification and amendment as
may be needed by future meetings.

Harold Evans: Second

Discussion:

Bmce Gerk: To add to what Shimmin had to say, as per the Republican
Basin, this issue is very important to State of CO, also to remind us that it
was important for us to be involved in the environmental issues; we will
not go forward in this state without learning and being involved with the
environmental community; to accomplish the goals that we have here we
must address the environmental needs that are involved and we don't want
them to leave dissatisfied with the process; in this process, we cannot go
away from that.

Harold Evans: Amendment to Motion: As an addition to the motion
made by Bill Brown:
Adoption of this interim basin wide needs assessment will include all of
the geographic area contained in the 05-1177 South Platte Roundtable and
the needs assessment will consider the supplies and uses both of
consumptive and no consumptive water including M&I, ag,
environmental, and recreational uses as required by HB 05-1177.

Bob Streeter: Seconds Amendment

9
