<br />unknown because we are talking about how human behavior will impact a <br />finite resource. <br /> <br />Janet Bell: A question was raised about the smaller providers in the basin, <br />question to Rick Brown: has SWSI approached the smaller providers or <br />have we missed some providers that might be recognized? <br />This comes up because I have raised it in, for instance, Bear Creek Water <br />District and I wonder if there are smaller providers similar to Bear Creek. <br /> <br />Brown: Yes... therefore have put in a "space holder" of SOltS. <br /> <br />Tom Iseman: Agree that SWSI has done a good job of initial needs <br />assessment; clarifying question: does this include non-consumptive needs <br />and uses as well? Would like to include non-consumptive needs and uses <br />in our motion. <br /> <br />Jerke: Depends on motion: we can include both consumptive needs and <br />non-consumptive needs, knowing that this is on an interim basis and can <br />be amended. <br /> <br />Harold Evans: My understanding is that the SWSI addresses M&I, ag, <br />recreational and environmental; 1000 pages full; I am comfortable that <br />SWSI has done an excellent job in recognizing both consumptive and <br />nonconsumptive needs and uses. <br /> <br />Mike Shimmin: Timing question: we just got this interim report tonight; I <br />would like time to ingest it; I know that many folks are much more <br />intimately familiar with it; don't mean to undelmine any efforts on SWSI; <br />what is compelling that we need to take some action to adopt this tonight? <br /> <br />Jerke: 1177 calls for us to do it at some point and I believe it creates a <br />stair step to move into the next phase; thus it would help us to provide <br />criteria; <br /> <br />John Metli: Focus on the fact that this is Interim; per 1177, if we do not <br />adopt this, will it slow down the process for us to get funds? <br /> <br />Russell George: 1400 and 179 are connected and sequential; it is <br />important to move expeditiously along your needs assessment because <br />within several months, criteria guidelines are done, so that the money that <br />has been sitting in bank can be used; because money comes $10 million at <br />a time, there is lots of competition for those dollars; thus, the sooner that <br />the roundtable has made process on the objectives, stronger position to vie <br />for money. <br /> <br />Bill Jerke: Point is that we need action. <br /> <br />8 <br />
