Lisa McVicker: Motion to adopt the nine objectives of SWSI as objectives
of the South Platte Basin Roundtable.

John Metli: Second

Discussion and call for vote: Carries unanimously.

2. Consideration of adoption of interim basin-wide water needs
assessment:
Bill Jerke asks for language from 1177:

--Russell George from 1177: "... using Data and information from
SWSI and other appropriate sources and in cooperation with the
ongoing SWSI.. . develop a basin-wide consumptive and
nonconsumptive water needs and supply assessment;..
Conduct an analysis of available unapproriated waters within the basin
and propose projects and stmctures for meeting those needs and
utilizing those waters where appropriate..."

--Bill Jerke: thus, it is a mandate from the legislature; we have put the
word interim in here because there will be times that we may adopt new
information and needs that may be faced by various water providers.

Discussion: Jerke believes that it adopting SWSI report as our needs
assessment would be a useful statting point and go forward with knowing
that we are able to input new information or technology;

--Fred Walker: Agrees; this would be the place to start, then as our
committee goes through our needs assessment can add to it; also, note that
there are fewer of us at our meetings, and that few of us would have the
time to commit to the study that SWSI has done;

Jerke: Clearly, we need to be able to amend the assessment as new info
comes forth.

Harold Evans:
1) Act talks about using the SWSI report and other sources of
information; once you dig into the SWSI you will see exhaustive
information; if, for example, you came back to Greeley we would give
same answers as we gave to SWSI so our answers as per needs assessment
will not have changed that much;
2) As per the SWSI conservation committee, human behavior changing
For instance, Denver has announced a 20% goal.. .don't know if that will
work; thus for us to say our goals will be a certain amount, this is

7
