<br />Bill Brown accepts amendment to motion <br />Discussion: <br /> <br />Richard Mann: Could be a lot of change as per ground water in eastern <br />Colorado per compliance with the compact; as per legal impact <br />and the compact settlement says if you cannot meet that need, you will be <br />cut off. <br /> <br />Janet Bell: Need request for the technical assistance so that we could get <br />money to Rick Brown to identify those additional areas that need study; <br />per money that is available, would like a second motion to request funds to <br />explore these needs; thus suggest that we adopt motion as amended; then <br />next motion for application of money to refine our needs assessment. <br /> <br />Shimmin: Problem is that the SWSI does not include 10 counties of this <br />state. <br /> <br />Harold Evans: To clarify: there are areas that need further refinement, and <br />my amendment intends to include all of the geographical areas within the <br />state of Colorado; I support Shimmin 100% that we must be inclusive <br />geographically and for all uses out there. <br /> <br />Rick Brown: Look at page 7-6 of the interim study; you will see that we <br />have looked at some of the water studies; we did identify declining levels, <br />but the scale is large; we just did not hit them at the level of detail as we <br />did, for instance, the M&I level. <br /> <br />Bill Jerke calls for vote: Show of hands: <br />19 out of23 for; opposed to motion: 1; abstentions:_ <br />Need 60% for super majority; Motion passes. <br /> <br />Rick Brown: Final thought: Eric Hecox and I are very interested in <br />working with you to include any technical assistance that we can help with <br />refinement of issues and information; standing offer to work on these and <br />to incorporate a work plan for the next few months. <br /> <br />V. Feedback on Criteria and Guidelines for the Water Supply Reserve <br />Account (SB 06-179) <br />Eric Wilkinson: <br />-- IBCC needs feedback as to what should be contained in the criteria for funds <br />made available by 179; this information will be included in the straw man <br />document; basically, the big question is: how do you want the money spent; <br />what is important and how should things be ranked? <br />--Harold Evans provided some general guidelines; Webb Jones comments <br />focused on conservation; need to look at what this roundtable looks at: <br />consumptive or nonconsumptive, or as the sponsoring Senator suggested, <br /> <br />10 <br />
