Jerke: Take a look at HB 1400 where we could request Republican Study
Money;

Jim Hall: they have taken several steps to come into compliance with the
Republican River Compact, although difficult; would be wise to listen to
what steps have already be taken before we go fOlward with other steps

Tom Iseman: Nature Conservancy has been working and bringing
resources to the area where there would be an overlap with conservation
groups that could help address the problem; new opportunity for
partnerships.

Jon Metli: Is the Republican River still in litigation?

Shimmin: Litigation over for now; settlement resulted in waiting period
for first five year average to come to see if State will be in compliance;
NE seems to be in worse shape than CO; KS made it clear that they expect
both NE and CO to be in compliance yet both NE and CO in deficit, so
when five year period done, will litigation start again? Who knows.

Jerke: Seems that 1400 way to go but we need to understand the
hydrology. Phreatophytes and evapotranspiration see to be variable
challenges that need to be addressed.

Hecox: Tamarisk Coalition is willing to come to talk to the basins; they
have a program on a state level to identify and then ideas to try to
eradicate them; could be some support efforts there.

Joe Frank: Do they look only at Tamarisks or other phreatophytes also?

Iseman: They look at nonnative plants and try to restore native plants.

Les Williams: NRCS has a program in trying to remove some of the
noxious plants; they deal with private landowners.

Yahn: Much of the river bottom has been purchased by the Division of
Wildlife or hunting groups so these groups have really let it go; some of
these hunting groups would not be opposed to it because for water fowl,
the overgrowth is not good; water fowl has moved away from these areas;
so seems like these efforts could be useful.

Jerke: Please put Tamarisk Coalition on agenda for presentation.

Jim Hall: A comment that a comparison of the storms in 2000 and 2006-
looking at the magnitude of storms and the amount of loss-the
differences in the wake of the storms in 2006 and 2000 is amazing despite

7
