<br />--Jerke calls for solutions and comments: <br /> <br />--Hecox: folks in the Rio Grande Basin and the San Luis Valley are <br />looking at some of the same problems; they are floating an idea of putting <br />together "subdistricts" under the ground water management act that put <br />together an area where it takes a celtain vote of the population and <br />landowners; once subdistrict is formed, the district has power to raise <br />revenues to put in place plans and ideas such as rotation fallowing; Hecox <br />offers to put any of South Platte members in contact with folks in these <br />other basins tackling similar issues. <br /> <br />--Gerk: Ovid Reservoir: Solutions: if we do not increase storage capacity, <br />shifting of problems; capturing extreme flows is part of managing; must <br />capture on stream; must cooperate with Fish and Wildlife in order to go <br />forward with increased storage capacity. <br /> <br />--John Metli: Focus on education for the general public; need for <br />statewide water supply and delivery system that benefits entire state; not <br />just basin-wide. Water supply means more and improved storage. <br /> <br />--Fred Walker: Question about the Republican River settlement: do they <br />have to address depletions that have occurred to date or is the 34,000 acft <br />indicate future addressing? <br /> <br />--Mike Shimmin: Calculated depletions to date are accumulated result of <br />all pumping that has happened to date; 34,000 acft is a five year estimate; <br />the compact included an estimate to look at a five year average; we have <br />one more year, so deficit could go up or down depending on year; <br />Republican River Compact based on consumptive use; this is supposed to <br />be less than CO's allocation; this is adjusted downward in drought because <br />virgin water use goes down with drought; surface water consumptive use <br />must be added to calculated well depletions; in 2002, estimate of 13,000 <br />acft; increasing every year because of lag from previous years; that is why <br />well pumping is the focus. <br /> <br />Jerke: Is there a person who could tell us about the Republican River? <br /> <br />Jim Hall: Suggests a few people who were involved in the daily model <br />study could make a presentation for us. <br /> <br />Janet Bell: RE: SWSI study; we have discussed that we wanted a <br />consultant to come on board to look at the problem because we had not <br />done it during SWSI because the lawsuit was in place; perhaps now is an <br />appropriate time to focus on the importance of adding this to our needs <br />assessment. <br /> <br />6 <br />
