Contracting team would be at our meeting to work with us on water activities
we have chosen; begin to put potential scope of work in place.

Question: Tom Iseman: Can you divulge the identities of the contracting
teams?
Eric: Three proposals received; all very competent; confidential until final
results of chosen contractor divulged within next few days.

3) Report to Legislature: IBCC must provide report to General Assembly at
end of October; in furthering the grass-roots nature of this process, a patt of
this report to legislature should be open to each round table to repOlt to
General Assembly what has been most important aspects of the process; final
repOlt needed by Oct 31. At request ofIBCC, Eric has a template of what that
report will look like and he will send it out to IBCC members (Mike Shimmin
has copy)-this is suggestion ofIBCC so that roundtable will have a starting
point; no requirement that you must have this, but oppOltunity is extended to
the roundtable vis a vis report to General Assembly.

Mike Shimmin:
--RE: IBCC report: at end oflast meeting, talk of what will happen in
future; meetings scheduled in Oct and Nov, no meeting in Dec.; next two
meetings will focus on funding and base needs assessment and report to
legislature; focus on 2007: Big Picture Issues; this year has been taken up
with procedural issues, so 2007 will take advantage of facilitation and look
at statewide water planning; in Charter, one of purposes is to foster some
kind of state wide vision, so IBCC will make an effort to actually try to do
this.
--RE: report to legislature: what level of detail and effort would we
include; do we want to include a report and if so-what: 4 major areas: 1)
procedural elements, 2) educational accomplishments; 3) needs
assessment: what has been accomplished 4) list our major water issues in
the basin. We are also free to do anything else. Input requested fi-om
roundtables-Shimmin has mixed feelings: statute asks for this, will
legislatures actually read this? 2 members fi-om IBCC will be asked by
other members vis a vis if this process is working.

Eric Hecox: Has asked CDM who has helped with technical assistance to put
together brief (1-2 pages) summaries of what major issues are in each basin;
CDM has offered that as they are pulling these summaries together, they can
pull together a draft of what has happened and then we can react to this; this is
an option only.

Shimmin: this must be submitted by Oct 31, will we be meeting by then?

Bill Jerke: call for discussion; having served in the legislature, there will be JBC
members and Ag members will actually question if we are doing this; thus Jerke

2
