Standard Reports: <br />A. IBCC report <br />Eric Hecox: IBCC Staff Report: <br />1) Criteria and Guidelines: DNR has compiled all comments for <br />recommendations to IBCC and CWCB; CWCB has approved the draft; IBCC will <br />consider draft at next meeting on Oct 18; part 3 of this draft has been sent via <br />email and has been made available in hard copy at meeting; <br />Note: 2 separate accounts: Statewide and Basin Accounts: debate on relative <br />levels of these accounts; workgroup has agreed to leave the basin accounts at $1 <br />million but has extended the time frame where roundtable can access this money <br />by one year; stronger language re: review process: every year in October, there <br />will be a review of guidelines to see that guidelines are doing what they are <br />intended to do; roundtables have role in this process in terms of giving feedback; <br />--RE: basin accounts: $ 1 million, Roundtables have wide discretion over this: most <br />impOltant criteria: roundtable must agree on project and project must comply with <br />the threshold criteria: <br />--Re: statewide account: must have approval from roundtable, meet threshold <br />criteria, then the evaluation criteria (see Evaluation Criteria in text); thus these <br />evaluation criteria only come into play when a water activity is getting money out <br />of the statewide account and when there are more applications for the statewide <br />account than is available. <br />--DNR is here to help us focus on what is the best way to move these projects <br />forward; today, small groups will meet again to try to decide which projects <br />would be best suited for the roundtable accounts and which are best for the <br />statewide accounts; which avenue is most appropriate for furthering plans. <br />Questions: none <br /> <br />2) Contracting: DNR has a contract that will bring on a team of firms that will <br />help us move forward with projects; South Platte has decided that we will <br />adopt SWSI needs assessment but would like some help in fleshing out certain <br />areas that SWSI did not focus upon; final selection of firms to happen by next <br />week; contract negotiations imminent; hope is that by mid October, the <br /> <br />1 <br />
