Model for learning: "don't know how to do it; don't know we don't know it
Then get to point that we don't know but at least we know we don't know
Then know that we know
Know don't know that we know"

Ms. Smith's Presentation comes to an end as is followed by a series of questions:

Bill Jerke: Do we need a facilitated session? What would it look like?
Mary Lou: One three hour session: break into small groups: facilitators needed to
facilitate groups: Reagan Waskom from CSU has offered to assist;
Then build map of interest; use info from Dr. Kathleene' s research or from S W ASI; then
discuss beliefs from these findings; then focus on set of values that are conflicting, then
reach for collaborative work; then into plenary session: get back into group: then
facilitation of those values

Discussion: are we ready for this:
Shimmin: should we have a two step process: problem on table that we are trying to solve
What is our defined task;
Mary Lou Smith: find areas in which you have conflict and work on that;

Question: How do small groups translate into bigger group?
Mary Lou: One idea: everyone in that group: someone records something interesting
about that group.. .pages.. . flip chart: subsequent meeting

Walter Knudsen: schedule of white papers coming from SW ASI good give good
sustenance for discussion; what are they?

Eric Hecox: noncomsumptive needs; ag transfers; conservation will be available Mid
summer; Second phase: early fall; Those white papers in conjunction with first findings
of SW ASI will play into basin wide needs assessment... thus these will be the core of the
needs assessment; Platform on how to target these.

Kathay Rennels: what are we working on this: when motion is introduced,
silence...people here fi'om ag who want to retain it, industry wants it, etc., everyone here
does not want to offend; seems like this exercise would be useful.
Series of questions to be put together so each group could attack same questions;
Then each group on same page per questions; but for every meeting, everyone is so
careful, no interaction. Fmstration here because we don't want to confront each other.
This would be useful then when someone votes for or against... there would be some
understanding; in favor of doing exercise with more stmcture;

Phillip Seininger: El Paso County: suggesting process; then does this process lead us to a
different way of making decisions?

5
