All aspects of the project lie in Twp 5N Rng 54 W
of the 6th PM in Washington County, approximately 6 miles upstream from the
town of Merino along the south side of the South Platte Valley.

Attachment C

[Part B No.5] As noted in Attachment A, the purpose of the project is to develop
augmentation water sources to cover depletions due to operation of irrigation wells.
Funding is sought to:
1). Purchase one share of Jackson Lake reservoir water. A Jackson Lake share
has been made available to Johnson & Edwards pending arrangement of
financing.
4). Excavation of necessary channels and/or canal pads to convey recharge
water to and between planned recharge sites.

The irrigated farming operations comprising FL Gill H20 LLC are in dire need of
additional augmentation water sources. Our Johnson & Edwards meadow right, our
surface diversion right under priority 5 expires on midnight, July 9th each year. Our other
surface diversion rights are frequently out of priority during the high demand portions of
the irrigation season. During the 2003 irrigation season, we had partial use of two wells
- but only for fields under the Lower Platte and Beaver system while the other two wells
