Additionally,
the Lower Platte and Beaver Canal company was forced to rely heavily on temporary
augmentation sources including direct diversion bypass and use of augmentation wells
in 2003. A degree of uncertainty exists regarding the ability of Lower Platte & Beaver to
meet future augmentation needs for their plan of augmentation. Moving forward with a
recharge project is the most realistic option available for fully covering our well
depletions. Our project, despite being junior to numerous upstream recharge projects
would have the advantage of being located downstream from the Prewitt Reservoir
headgate which appears likely to be the furthest upstream the river call will move during
much of the storage/recharge diversion season, particularly during dry years.

Funding for project loan repayments will come from augmentation water assessments
each owner of the LLC will pay in proportion to respective depletions due to well use. In
previous years, we have all made payments to GASP for augmentation water, however
that is no longer an option. The costs of operating the LLC including debt service will be
costs replacing fees previously paid to GASP.
