As was mentioned the Association's letter of
interest for grant funding, the study will consider ways for the Association to
store additional water to better serve its stockholders, The study will assess
the feasibility of restoring two reservoirs which were previously breached with
and without enlargements and also look q,t----e.rlarging some of the existing
reservoirs, These options will be compa~s ,~~{th a "do nothing" o~tion. The~
Association already has the water rights ~a water available} to each of the
si tes under considerat ion. The Associat ion's attorney wi 11 prepare the necessary
paperwork to get storage rights applied to the appropriate locations if and when
the association determines where to construct additional storage. Discharge from --
each of the sites would flow into the LeRoux Creek drainage system for storage
in the equalization reservoir at the bottom of the Associations's storage system.

\",l\ '-"~"
... 'J

The planning study for which the Association is currently requesting assistance
would provide guidance as to the yields, cqgts, and problems associated with
enlarging existing reservoirs, reconstruct breached reservoirs and/or to
~ .....=i~._c~-'-
construct a new reservoir. Recommendations wi 11 be made on which of the
alternatives are most feasible and which if any of the projects are feasible at
this time, The feasibility will be based on environmental issues as well as
technical and economic feasibility. Because each of the potential sites is on
US Forest Service property, we are working closely with representatives of the
USFS to determine which sites they consider to be most feasible. It is unlikely
that we could find a cost effective site for a new reservoir which would not have
overwhelming environmental problems. so for the moment new site options have been
put on the back burner,

}~ l\- t_::'t=- ---
t-- "- ,;,A=_J

\- zl c'.

The engineering report will:

1. Develop alternatives for consideration. The major alternatives have
already been determined to be renovations at the Sheepsdrive. Lost Hunter.
Doughty, and Bailey reservoirs, (In the late 1970's the option of
expanding the Bai ley reservoir was examined. That option wi 11 be re-
examined with the costs being updated.) The cost-benefit of expanding the
Bailey will be compared with the cost-benefit of renovating the breached
reservoir sites at the Sheepsdrive and Lost Hunter dams. A description of
each alternative will be listed in the report.

P.O. BOX 738 · DELTA, COLORADO 81416
