Box 738
Delta, Colorado 81416

Re: Leroux Creek Water Users Association

Dear Ms. Fagan:

We are in receipt of your letter of October 27,1994 regarding the proposed study for the Leroux Creek Water
Users Association. Based on our review and a staff discussion of the letter, we have a number of concerns
we would like to express.

The document should include a budget for each work task, a schedule for completing each task and, most
importantly a specific description of each task and each subtask in the format of a Plan of Study as described
on pages 11 and 12 of the Construction Fund Guidelines.. Task descriptions should be in sufficient detail
to allow the person reviewing the POS to understand specifically what alternatives will be considered, how
the alternatives will be evaluated and, in what sequence the work will be performed. The current document
does not do this.

It is not clear whether what is being proposed is a reconnaissance study for a number of potential reservoir
. sites to be investigated at a very preliminary level of analysis or a more detailed feasibility study. Both types
of analysis are described in the Construction Fund Guidelines but it should be noted that the more detailed
feasibility study is required for Construction Fund fmancing approval.

In addition, we would like to request more information on the cost sharing arrangements for this study on
the part of the Leroux Creek Water Users Association. Our intention for the Small Dam Site Reconnaissance
Program is that approximately fifty percent of the proposed study costs be borne by the study sponsor.

We look forward to resolving these concerns at the earliest possible date so that the Leroux Creek Water
Users Association can continue to move forward with their water resource plamiing activities. Please feel
free to call me if you have any questions.

~~

William E. Green, P.E.
Project Planning and Construction

cc: Bill Stanton
