~".29 '94 '."8

..-

. .

ccs

TEL 3e38745342

P. 1

Follow up with State Engineer and US Forest Service on any problems or
on permitting process as applicable. These tasks may involve both
engineering and engineering technician time. Costs vary based on the site,
but typically are about $300.

3. Evaluation of Alternatives

As mentioned above, the Association relies almost exclusively on financial criteria
in evaluating whether an alternative is viable. They are interested in conslnlcting
as many alternatives as are found for which the storage can be constructed from
less than $700-750 per acre foot, assuming the reservoir is in a basin which wilJ
fill, from which they can transfer water out conveniently, and they can get a
permit from the Forest Service. Note that the detailed investigation is oot
undertaken until concerns ~Iated to the Forest Service and the filling and draining
of the reservoir have been satisfactorily addressed.

Reservoirs or reservoir options which cost over $1,000 per acre foot are
eliminated strictly on a cost basis. Reservoirs which cost between $750 - 1000
"are kept on the backburner for more detailed evaluation if enough sites can not
be found in the desired cost range.

Most of the evaluation criteria listed in the CWCB guidelines are addressed as part
of the initial assessment before a decision to do a detailed investigation is made.
The detailed inveStigation is only Undertaken if no problems are identified.

4. Study Report

The stUdy report will include a description of the work performed and a summary
of the results. including the tables described in #2 above. In addition the report
will discuss the results summarized in those tables and make a recommendation
on the feasibility of each site evaluated based on costs, accessibility, Forest
, Service constraints, and other site specific considerations.

The typical total cost per site given a detailed investigation is about $4,000. The time
it takes to complete a detailed investigation and prepare the report is two months though
the report can not be completed until the Forest Service completes their investigation.
We anticipate completing the report for two sites by May of 1995 assuming the Forest
Service has completed their review by then. During the summer of 1995, we will do
a preliminary investigation of several other sites. reco!llmended by the Owners. It is
expected that at least one of those will be worthy detailed investigation. Assuming we
do a detailed field investigation of one or more sites, engineering reports for th~se sites
would be completed by April of 1996, though we would likely not have a completed
review from the' Forest Service that quickly, so we would need to wait for the Forest
Service to complete our final draft of the report.

t-CW

fllz'!
