Dear Mr. Green: <br /> <br />The purpose of this letter is to request funding for a reconnaissance study for the Leroux <br />Creek Water Association. Our Association provides irrigation water to the farm and <br />orchard lands west of Hotchkiss as well as the raw water for the Town of Hotchkiss <br />water treatment works. Due to'serious concerns about the quantity of water available <br />for the future, the Association is considering what additional storage options are <br />available. The Association has more storage rights than it bas reservoir capacity and is <br />anxious to find ways to store more of its rights. The purpose of the study would be to <br />find locations which were technically, environmentally, and politically feasible to store <br />additional water. The Association would like to consider renovating some abandoned <br />reservoir sites, construct a new reservoir, or enlarging some of its e~ting reservoirs to <br />store more water. The planning money will be used to determine which options are best <br />for storing more of their water rights. Rather than compare one alternative against <br />another. they would prefer to use a financial considerations on evaluating each <br />alternative, i.e., they believe that sites that cost less than $700 per acre foot to construct <br />are viable, those costing over $1,000 are not viable~ In between, other factors such as <br />access, Porest Service requiremen~, easy of water transfer, etc. impact the viability. <br /> <br />Attached is a plan of study for the project.
