SLV WCD was originally formed in 1949 to explore reservoir sites — went dormant for a <br />while. However, w hen the D ivision of Water Resources required that wells be <br />augmented, they began to acquire water rights for this purpose in 1982 — now a major <br />function of the SLC WCD : providing water for augmentation for residential and <br />commercial purposes .. The augmenta ti on program is limited by the inventory of water — <br />in the last 3 years have been trying to buy more water. Now, f or developers who come <br />requiring acre - feet of aug mentation water, they are told to bring the water and the SLV <br />WCD will go through change of use p rocess in water court. Directors are appointed for 4 <br />years by judge — vacancies are published and anyone who meets criteria can apply and <br />Directors are appointed by Judge . District is careful not to communicate with Judge re <br />candidates for this. Some D irect ors have been on Board for 20 years, some 4 to 8 <br />years . Will see a mill levy on pro perty taxes for this district. They can get involved in <br />water projects involving the public good — such as the RG Res toration Project which <br />benefits entire SLV. <br /> <br />Steve V. - Ri o Grande Conservation District Board members appointed by County <br />Commissioners — 2 members from each , except one from Mineral County . Terms of 3 <br />years. If want to seek a Board seat, can ask county commissioners. <br /> <br />Ralph — gave a bit more history on Wagon Wheel and formation of districts. Addressed <br />question of why the Conservancy Districts are not part of RGWCD? There are a <br />n umber of personne l and management issues. Also, RGWCD takes in ALL of the land <br />within the area, including public lands – Conservancy Distr icts only apply to fee land . <br /> <br />Charlie asked if there have been any conflicts between RGWCD and SLV ID districts ? <br /> <br />Mike & Steve — to date none, but actually there is cooperation — RGWCD has been more <br />“global” while smaller districts address specific issues and projects <br /> <br />Ray - cited past issues with Conejos District — communication is the key ! A nd the <br />RGWCD tends to see itself as trying to keep communications open between Boards — <br />partly through so many RGWCD board members also being on so many other Boards . <br /> <br />Rio — con gratulated the RGWCD and State on their role in the case and the recent <br />favorable ruling from Judge Kuenhold <br /> <br />Mike S -- Judge Kuenhold agreed with the State’s rules and upheld them — did an <br />extensive opinion and clearly laid out arguments and why he ruled tha t way . <br /> <br />Steve V — the opinion also encourages the State to continue to keep upgrading and <br />improving the ground water model — recognizing that it isn’t a “perfect” tool — RGWCD is <br />committed to continuing that work on the model – an on - going process <br /> <br />Mike S — recogn ized model, well metering, formation of SD #1 — all leading to <br />sustainability of the overall system <br /> Page 5 of 7 RGBRT Minutes <br /> <br /> November 14 , 2006 <br />
