One of the major differenc e s is that <br />Conservation District Boards are appointed by County Commissioners. Conservancy <br />Districts Board members are appointed by D istrict judge. <br /> <br />Conservation District p owers are too numerous to cite — can acquire, operate and hold <br />personal property, sue and be sued, participate in litigation, make surveys and conduct <br />investigations, steam flows, locate ditches, reservoirs, drains, hel p meet Compact <br />obligations, make contracts with other agencies including U nited States , enter on <br />private property, exercise imminent domain, and so on…. When re ading what the <br />responsibilities, duties and power s , reads like a Water Conservancy District — to s ponsor <br />water works and projects for the conservation and use of the water within the District. <br />Anoth er primary difference is that a CD covers fairl y large areas — virtually everything in <br />SLV is in the RGWCD except Costilla County. Within the RGWCD, there a re a number <br />of Conservancy Districts — for either discreet basins or smaller areas to deal with water <br />conse rvation issues in those areas . <br /> <br />Mike G — one of major things is that the RGWCD is specifically designated for the Rio <br />Grande basin as a whole and formed b y legislation.
