<br />Eric sent e - mail about how to fund sub districts — is there a member of the RT that is not <br />subject to this or the prospects of a loan ? <br /> <br />C i ndy — asked if a non - profit could be the flow through ? <br /> <br />Rio - noted that the Rio Grande (Soil) Conservation District “ de - Bruced ” (exempting <br />themselves from TABOR by a vote of the electorate) a couple of years ago . <br /> <br />Ray — remembered that during AWDI the RGWCD borrowed money — pe rhaps a sub <br />district could borrow money to get up and running, then repaid the loan with a series of <br />small grants over time <br /> <br />Mike — key message is for entities to be aware of this iss ue regarding access to these <br />funds <br /> <br />Mel — has the RGWCD considered “de - Brucin g”? <br /> <br />Ray — requires a vote in a general election so the time table is past for the time being — <br />would want to check the pulse of the community before going to the expense of a vote <br /> <br />Steve — Supreme Court ruled that Irrigation Districts are exempt from TABOR so e ntities <br />such as SLV ID may be able to access funds <br /> <br />Potential Projects for Funding: <br /> <br />Steve V - reporting — Special Sub district #1 requested a grant of $500,000 at the last <br />RGWCD meeting . to get up and running. The Board approved and were planning to <br />make th at request — and that’s when the TABOR issue arose. Now looking for “ Plan B ” <br />to figure out how to do this. <br /> <br />Rio – suggested that i f timing becomes critical, a non - profit could serve to access the <br />finds and do some of the functions needed to get sub distric ts up and running . <br /> <br />Ray — certainly not intention of state to cut districts out of these funds — And sub districts <br />are not averse to a loan — this may be a better approach for many reasons. Also in the <br />legislation, the sub districts can have a mill levy of 5 mi lls — but since SD made up of <br />landown ers and not electors, can’t have a vote! Needs to be worked out. <br /> <br />Mike G — discussed with Travis an overall look at storage review process and are <br />contacting all reservoirs to discuss this – pos s i bly in January — asks for RT approval to <br />be the coordinator of this effort — will end up being a subcommittee on storage issues <br /> <br />Cindy M — update on their project — applied for $2 million and are approved for <br />recommendations — in 2 phases, looking for water rights and study on Terrace and <br /> Page 3 of 7 RGBRT Minutes <br /> <br /> November 14 , 2006 <br />
