<br />Mike G - <br />Educational — component — IBCC has subcommittee for Education — looking at what is now <br />going on and h ow to complement that — also planning a web site to address IBCC info and <br />for RT’s to submit info rmation on their Basin. <br /> <br />Eric H . <br />IBCC is charged with giving a report to the Legislature each year — as part of that report, <br />ask ing each RT to submit a page to this — Eric will p ut together a template — due by <br />October 31 <br /> <br />Ralph C — compared the IBCC to a new model car trying to put wheels on without any lug <br />nuts or wrench ! Doing a good job! <br /> <br />Mike G - discussion of IBCC criteria <br />- P.4 Issue of funds to each RT - - Proposed $500,000 e ach year for first two years — <br />proposed activity would have to meet threshold criteria (see P.14) <br /> <br />Ray W. — note that the RT does not receive or administer funds — recommends that grants <br />be given, but in order to meet State contracting requirements, there must b e an eligible <br />entity responsible for the funds . <br /> <br />Discussion about who would be eligible to receive funds. <br /> <br />Russ G eorge – noted that the report is pretty detailed, based on how much study time RT <br />members have — have until Friday to offer input <br />- POINT: Rio Gran de Basin has i n mind some good concepts for activities — make <br />sure that your projects are eligible — then if things work under fiscal rules, will have <br />opportunity to apply <br />- Question: what to do with first $10 mill ion this year, and then what to do with the <br />rest ? <br />- CWCB is positioning for “competitive” grant cycle starting in Jan uary 2007 and <br />every March & September thereafter — monthly for Basin accounts <br />- No absolute certainty on the $30 .0 mill ion — as legislature can undo — looks likely <br />and perhaps even more after tha t as appropr iate purpose for severance tax funds <br />which have been growing <br />- Working group will have to make a decision for how to allocate the first round of $ <br />- Key is that once applications start coming in, will know more and be better able to <br />decide for next round <br />- No set time from allocation/encumbered to expenditure — but does have to be <br />encumbered and spent in timely manner <br /> <br />Melinda Kassen — recommends reading document from the back — mostly look at #3 and <br />#2 for criteria <br />Ray — been on sub - committee but will not b e able to attend Friday meeting due to harvest, <br />will be glad to hear from RG RT members with comments or concerns and he will pass <br />those along to sub - committee <br /> <br /> Page 2 of 5 RGBRT Minutes <br /> <br /> September 12 , 2006 <br />
