Interbasin Compact Committee <br />Rio Grande Basin Roundtable <br />Meeting Minutes – September 12 , 2006 <br />Adams State College, Alamosa, Colorado <br /> <br />Attendees: <br /> See list and Russ ell George, Gail S chwartz ., Nathan Cherpeski , Rick <br />Basagoitia <br /> <br />Mike Gibson, Chairperson opened the meeting at 5 :00 P.M. <br /> <br />Introductions — <br />many members of the state wi de IBCC in attendance <br /> <br />Approval of Agenda <br />Travis Smith moved <br />nd <br />Ralph Curtis 2 <br />Motion approved <br /> <br />Approval of Minutes, Meeting of June and August 2006 <br />Mel Getz - moved with addition of Ed Ni elsen to list of August attendees <br />nd <br />Charlie Spielman 2 <br />Approved with name inserted <br /> <br />Mike G ibson welcomed visitors <br /> <br />Report on today’s IBCC meeting here in Alamosa <br />Eric H ecox - now moving IBCC meetings around the state to allow each Basin to present <br />on their basin and issues — good feedback on R io G rande ’s presentation today <br /> <br />Ray W right - <br /> <br />- Criteria for allocation of funds for R ound T ables (RT) under SB 179 — leg islature <br />authorized $40 mill ion for IBCC/RT purposes -- $10 mill ion per year for four years — already <br />$10 m ill ion in fund <br />- To provide funding to move water activities, projects, processes and other needs forward <br />- Asking for input from this RT on that <br />- Appears that each Basin wil l be allocated a certain amount of funds available for water <br />activities - needs, gr ants, etc . for each Basin <br />- Current suggestion $1 .0 mill ion per Basin = $9 .0 mill ion and balance for competitive <br />applications <br />- Has own thoughts — opportunity and danger -- $1 .0 mill ion can go a long way or not be <br />used well — temptation to divide up into many sm all amounts — or to decide on larger, <br />ambitious efforts for who le Basin — also can compete for money from the $31 mill ion <br />statewide fund <br />- Belief that if we work hard and reach consensus, we will be able to provide a very credible <br />argument for a share of larger fund <br />- Continued discussions on hiring of a contractor to assist the RT’s in completing their <br />needs assessment <br />- Future needs <br />- Strategic Planning <br /> Page 1 of 5 RGBRT Minutes <br /> <br /> September 12 , 2006 <br />
