7. Needs Assessment <br />Mike G. reported: Needs Assessment Sub - Committee met, discussed at last mee ting, and <br />interim e - mails. Suggest that we consider those now and then we’ll have a NA SC <br />meeting soon. <br /> <br />Mike G. asked us to step back and look at the biggest issues facing our Basin — what must <br />we do to achieve sustainability? <br />- types of activities to addre ss biggest issue <br />- prioritize those <br />- develop proposals <br /> <br />Ray – suggested that Russ or Eric address how NA - HB 1400 process will proceed <br /> <br />Eric — has a corrected report from SWSI for RG Basin <br />- vision — you can take this product and others from RGWCD and other sour ces, pu ll all <br />together and see what info gaps exist and info needed to look at proposed solutions <br />- State is putting together a technical team to support this — hope to complete selection by <br />end of Sept and contract in Oct . — then there will be assistance — one o f first pieces would <br />be meeting with RT’s to help focus efforts for studies — want to get discussion going so that <br />will be ready when Consultants are available <br /> <br />Ray — has a differ ent concept of needs assessment from reviewing SWSI — in completing <br />the NA we need to say “ where are the g aps in our knowledge”, vs . our projects — what are <br />the challenges facing the group I’m representing in order to decide the approach to a <br />solution ? <br /> <br />— for ex ample : is the City of Monte Vista is looking at what’s needed for an aug mentatio n <br />plan for confined aquifer wells — gap in knowledge – “H ow much do we have to replace? ” <br />Tech team can answer or scope for additional study <br /> <br />- For example — “Would like to know how many acres the SLV can support under modern <br />agricultural pra Give us a target f or these issues. <br /> <br />Russ ell G . - questions about N eeds Assessment is where conversations start with <br />contractor — because of past work of R io G rande B asin , you are quite close to knowing <br />what needs are — maybe never put into overall context — guide them to fill in the gaps and <br />as soon as NA is organized, then figure out what to do, make plans, determine costs, and <br />time frame <br /> <br />Mike G .: our NA SC will meet and prepare for the conversation with the contractor <br /> <br />Ray — suggests that we attempt to put together a questionnair e to RT memb ers to <br />challenge everyone, asking: W hat are the problems you are facing and what do you need <br />to know to address those? <br />Mike G. — revised/corrected SWSI reports available for NA SC members <br /> - Introduced new City Manager of Alamosa Nathan Cherpesk i -- & Rick B asagoitia <br />A rea Wildlife Manager for CDOW . <br /> <br /> Page 3 of 5 RGBRT Minutes <br /> <br /> September 12 , 2006 <br />
