Rod - no, storage will, but will be buying water rights.

Mike G - what about relationship to subdistrict?

Rod - been involved in confined well Subdistrict; looking at taking some acres out of
production; this would be a chance to do that, reducing consumptive use and hopefully
reduce cost to others for acreage reduction

Ray - any estimate as to how many acres under irrigation there.

Rod - 45,000 acres

Charlie - concerned that 2000 AF would it be adequate quantity and quality for this? -
am concerned about voting for this project when we have no others to compare it to and
that there will be "better" projects coming in the future; asking for $64,000; is that % of
whole cost?

Rod - on NRD Money, this will count as match for other costs; will get $64,000 for
something else

Ed - how far along are we on the subdistrict formation?

Rod - more questions than answers; confined is so complex.

Mel - definitely in favor of this project; sets a precedent; focus on water sustainability by
Roundtable; this water would eventually get into our aquifer; knows that every reservoir
in the whole basin needs work; this is a start; "we're going to help Terrace" improve
storage so can store full supply.

Leon - thinking of legal aspects; bidding process? Will they come in higher or lower?

Mike G - if needed, would go out to bid. Remember this engineer is doing similar work
for the Division of Water Resources.

Ray - doesn't recall that CWCB requires competitive bids similar to State Contracts for
projects such as this.

Travis - if Terrace is successful, there is no need for competitive bid process once
approved. Can hire the consultants/attorneys/engineers of their choice.

Doug S - agrees with Mel; anytime we can get numbers and information, it benefits us;
applauds group for their proactive approach; best way to approach any problem is
through the best information possible.

Glen - no one in this Valley has been hit as hard as Alamosa River; Summitville;
anything we can do to help is good.

Page 7 of 10

RGBRT

Minutes

December 12, 2006
