<br />John Shawcroft - pointed out that this will not involve increasing capacity of dam, just <br />restoring whole capacity. <br /> <br />Dale P - where would water rights purchase funds come from? Is that possible? <br /> <br />Cindy - money from Natural Resource fund; after January, will be aggressively looking <br />for water; working with Colorado Water Trust. <br /> <br />JB - asked about 2000 AF cushion <br /> <br />Steve - many times because of snowpack, DWR has asked Terrace to evacuate water <br />early in season and then catch later; sent down, used; voluntary effort for flood control. <br /> <br />Travis - when they do acquire senior rights and go to Water Court for change of use, <br />what reception is expected from community? Opposition anticipated? <br /> <br />Ron - so far not a lot of negative response from community; many public meetings; <br />always will be some opposition when changing a water right; trying to be sure to not <br />injure anyone before even applying. <br /> <br />Travis - CWCB supports in stream flow but also there are issues about them in an over- <br />appropriated basin. <br /> <br />Charlie S- having reviewed proposal, has questions and problems; has spoken with Rod <br />and others; thinks now that assuming a 4" rain would produce 80,000 cfs - biggest ever <br />5000 cfs - asked if fix spillway <br /> <br />Mike G - study is to develop better, more realistic numbers. <br /> <br />Rod - this modeling is already being used in other locations and believe state will accept <br />numbers. <br /> <br />Mike S - confirmed this. <br /> <br />Charlie - also has concern about practicality of acquiring a senior water right <br /> <br />Mike G - until we try, we don't know; but not a reason to not try; still would have a <br />reservoir that could hold additional water; study will allow Terrace to seek funding to fix <br />spillway and add storage regardless of instream flow outcome; would also contribute to <br />sustainability. <br /> <br />Cindy - knew from the beginning that this was a VERY complex project; had the political <br />support and money; many farmers having a difficult time and thinks will find people <br />interested in selling the water rights <br /> <br />Travis - will the instream flow donation count as in-kind? <br />Page 6 of 10 <br /> <br />RGBRT <br /> <br />Minutes <br /> <br />December 12, 2006 <br />
