<br />long process which includes a public notice and other Western states are now modeling <br />Colorado's ISF Program. <br /> <br />State of Colorado has a big investment in the Alamosa River; this proposal is trying to <br />restore natural environment and provide a healthy stream. This proposal includes <br />acquisition of senior water rights and donating them to the CWCB through cooperation <br />with Terrace Irrigation Company; "very creative"; meets a lot of the Roundtable criteria <br />and is a collaborative effort; one piece of a big puzzle. <br /> <br />Paul - believes this proposal addresses sustainability. <br /> <br />Ron - presented regarding the proposal - see attached. <br /> <br />Discussion regarding proposal <br /> <br />Steve Vandiver - addressed construction of the spillway and long-term decline; been <br />patched multiple times; there are significant issues and damage caused any time spill <br />way has been used; if it failed, there would be trouble for downstream communities; <br />asked about 2000 AF of storage; would not be "new" but restored capacity. <br /> <br />Cindy - noted that matching funds are required to access already allocated funds. <br /> <br />Ray - asked about storage issue with Terrace Company. <br /> <br />Ron -Terrace would dedicate 2000 AF instream flow water <br /> <br />Ray - asked about "fatal flaw" of instream flow in Alamosa River; loss down to Hwy 15; <br />how much water needed for this? <br /> <br />Paul - this has been discussed at every meeting for the last 5 years; can be loss of 27 to <br />35% in 02; 100% loss; a 3' release only made it 2/3 of distance; no study in winter <br /> <br />Ray - what are goals, what quantity of water, and to where. <br /> <br />Paul - a hydrologic model would help answer this <br /> <br />Ray - recalls that original channelization of Alamosa River was due to ice dams; how <br />addressed? <br /> <br />Ron - that is an issue; may have to adjust release times. <br /> <br />Ray - if ice dams are a concern, then goal of establishing fisheries may be an issue <br />without a connection between Alamosa and Rio Grande, what happens at the tail end; <br />where does the water go? It won't make it from CR 10 - 20+ miles.
