<br />Mike - if really want input; join their committee; participate and try to change it! <br /> <br />Mel - trying to bring many relevant speakers and current issues to the program. <br /> <br />Rio - thanked Mel and Camille for all their time and effort to date, as well as noting other <br />aspects of program, kids education/contests, etc. that are making this an exciting <br />program for our community. <br /> <br />Mike G - reiterated the context and source of funds. If approved will have to go before <br />CWCB and be established through a nonprofit organization. <br /> <br />Doug S - Moved approval and forwarding to CWCB for funding. <br /> <br />Glen Weiscamp - Seconded <br /> <br />Charles Stillings - thinks this is an excellent jumping off point and very beneficial 1st <br />step. He recommends approval. <br /> <br />Robert Bagwell - agrees. <br /> <br />Mike G - asked for a vote with a reminder that only official Roundtable members can <br />vote. Unanimous approval. <br /> <br />Project #2 - Alamosa Riverkeepers Application Terrace Irrigation Company - <br />request for $64,300 - Alamosa River Instream Flow Project <br /> <br />Cindy Medina, Joe McCann, Rob Rinehart, Paul Sinder, (also Alan Miller, John Carney, <br />Chip Poulson, Tracy Wilcox from Montgomery Watson) - instream flow team <br /> <br />-passed out an amended budget <br /> <br />Background - 5 years ago $5 million was put into a trust to be spent exclusively for the <br />watershed; rest divided between feds and state for money spent on Summitville; from <br />the $5 million, have to have 50% match for all funds. Director John Shawcroft, <br />Commissioner Robert Bagwell and Mike Gibson past Board member. Foundation <br />serves as liaison between community and trustees; helped develop a Master Plan; <br />history etc ; costs $250,000; prioritized needs in water shed; need is an instream flow; <br />during that time in Capulin, drought, wells going dry, teamed up with Terrace Irrigation <br />Company to develop this approach to instream flow. <br /> <br />Travis - presented regarding ISF Program; Colorado Legislature authorized ISF <br />program in 1973 recognizing the traditional change of water uses in Colorado, urban <br />growth, dealing with "preserving the natural environment to a reasonable degree". There <br />were a whole series of amendments in1973. The ISF has been a successful program to <br />preserve natural environment to a reasonable degree; CWCB is holder of instream flow <br />rights; part of the staff is charged with administering the program, the ISF Program is a <br /> <br />Page 4 of 10 <br /> <br />RGBRT <br /> <br />Minutes <br /> <br />December 12, 2006 <br />
