<br />Leon - asked about grants received in the proposal <br /> <br />Mel - addressed <br /> <br />Leon - as a citizen, not sure where the money comes from if granted <br /> <br />Mike G - from State funds through appropriation. Roundtable has a Basin Account of <br />$1 million and balance of $31 million available for competitive process. Mel is asking for <br />the $13,000 from Rio Grande Basin Account. <br /> <br />Leon - powers and responsibilities of Roundtables; quoted from Needs Assessment; <br />doesn't see that this is accomplishing something towards a physical goal; concerned <br />that money is going towards one more study, conference, etc; rather than just talking <br />about it we ought to be doing something; sees this more along the lines of <br />entertainment, not meeting the legislation. <br /> <br />Mike G - corrected regarding which Legislation is being referred to; the first is HB1177 <br />that established round tables, and then SB 179? Established the $40 million fund. <br /> <br />Leon - cited 35-75-174 Statute; doesn't believe this will contribute to the water quality <br />and water quantity in the SL V. <br /> <br />Mel - adds that the IBCC has endorsed certain water principals of House Joint <br />Resolution 031099 #10 which reads: "there must be an on-going concerted effort to <br />educate all Coloradoans regarding water." <br /> <br />Leon - congratulated Melon his knowledge of law. <br /> <br />Travis - comment regarding Mel and Camille; they have been working on this project for <br />many years and have set the stage for many water-related activities that we will be <br />addressing in the future. The project sets the stage for Rio Grande Reservoir Multi-Use <br />Study; he encouraged group to support this. <br /> <br />Charlie - must be very specific that the parties that drafted this legislation that is going to <br />carry out a program, that you need to have public support, first step is public education. <br /> <br />Cindy - applaud for receiving matching grants; seconding Travis; we're at a cross roads <br />and the public needs to be educated. <br /> <br />Ralph - agrees with Charlie on need for public education, public support, great need in <br />Colorado for water storage, many places restricted, educate public on where been, <br />where now, where going, to garner public support for funding for correcting defects in <br />existing water storage; educate the public as a whole; background. <br /> <br />Fred - a little concerned that we are not going to address current issues so that we can <br />introduce people to where we are; not just history. <br /> <br />Page 3 of 10 <br /> <br />RGBRT <br /> <br />Minutes <br /> <br />December 12, 2006 <br />
