North Platte Basin Roundtable Meeting Minutes, April 24, 2007

6

Paula G. wanted clarification on the task order request. Kent said that we want to
quantify un-appropriated water available for all beneficial uses in the NP Basin, by
tributary, with various locations and times of the year, which was the roundtable's task
order request.

It was discussed that the roundtable's needs assessment subcommittee should meet, with
other roundtable at-large members if necessary, face-to-face with CDM. Bob will set
something up with Nicole.

South Platte decision support system implementation is several years out, Bob said. He
thought that maybe Ray Alvaratto from CWCB could come out to discuss what they
envision the decision support system will be able to provide. Subcommittee availability
for a meeting was discussed. Bob will talk to Nicole and get back to the roundtable.

Mike Allnutt pointed out some errors with the Cochran ditch in the CDM document. Sue
elaborated on other parts of the document that were wrong. Bob said that those tables
just came out of the SWSI report, so they need to be con-ected. Caid knows one that is
wrong also-Lake Creek.

Bob talked about CWCB website problems and communication breakdowns, and how the
information is not flowing out to the roundtables. He will talk to Ray about getting info
out in a better way.

Carl proposed that Hal be reimbursed for his expenses to go to the Gunnison meeting
since he is representing the North Platte Basin. Kent told Hal get a hold of Viola or Eric
to ask.

There was discussion about the IBCC meeting in North Park in conjunction with a
meeting of the North Platte Basin Roundtable. The IBCC was going to meet in Jackson
County in June, but that meeting was postponed because the IBCC meeting was changed
to Montrose. There has been some preliminary discussion of the IBCC coming here in
November, but Kent said we realistically probably should look ahead to Mayor June of
2008 to schedule an IBCC meeting in Jackson County, due to weather and the availability
of accommodations in the area.

Kent talked about water supply reserve account grant applications. Some roundtable
members at last meeting would like to work on some of that. Kent had a discussion with
Riverside Technology (who did irrigated parcel delineations in the basin), wants to define
irrigated parcel boundaries to make sure they reconcile with district 47 data. Irrigated
parcels will be updated. Kent said this would be a good time for the basin to develop
accurate GIS data. He asked Nills if he would help Jackson County apply to the
roundtable for a Senate Bill 179 project to do that. Kent asked when the Grant
Application had to be prepared by for the next meeting. Carl thought 60 days prior to the
July or Sept. meeting. Application would have to be done by May 11,2007, that might
be too soon.
