<br />North Platte Basin Roundtable Meeting Minutes, April 24, 2007 <br /> <br />5 <br /> <br />have to make a difference in the data so that it perhaps does not represent North Park so <br />completely. <br />Bob thought that the crop coefficients that go into the calculation for consumptive use <br />should be comparable, or should show if there is a difference. <br /> <br />Kent asked how Leonard Rice will come up with actual consumptive use, as opposed to <br />the potential consumptive use. Bob replied that they will plug in weather and <br />precipitation data for a certain basin into calculation model to determine the actual use. <br /> <br />Kent thought that maybe the roundtable could get that data before the June 26th meeting. <br />Bob said that information will be available on South Platte decision support systems <br />website. <br /> <br />Kent said that Kelly Elder, USFS, will make a presentation at next meeting (May 22) to <br />talk about stream flows, etc. June's (the 26th) presentation will be the crop coefficient <br />presentation. <br /> <br />Bob passed around a draft of the water availabilities, prepared by CDM. He explained <br />the document format, and explained the figures contained in the document. There are <br />mistakes and changes to be made to the document. <br /> <br />CDM would like the roundtable to get a feel for what they are proposing, understand <br />limitations, and give feedback. The needs assessment subcommittee should gather up <br />any comments and assessments and have a conference call with Nicole on the next <br />coming Monday or Friday. <br /> <br />Bob mentioned how this study will estimate the base flows at 20 points on the various <br />streams in the river in the basin. SWSI has an overall estimate, and this CDM document <br />would be a refinement to that. Carl wondered how this will tell us how much un- <br />appropriated water is in the basin. Bob said it's not going to have diversion analysis. <br />Carl thought we needed to define un-appropriated waters to have that info. Bob <br />suggested we ask that question during the conference call to address that issue. <br /> <br />Carl asked about the key locations. Sue knows that some are wrong, and Carl wanted to <br />know why these are key locations. Sue said the ditches aren't the key locations. Bob <br />said some of the key locations are wrong because the PDF wouldn't allow changes to the <br />document. Carl thought the roundtable may need more than a conference call, they may <br />need someone here to explain how this document is going to answer the questions we are <br />asking, and how the key locations are defined, etc. <br /> <br />Sue talked about a study done earlier (she thought pre-1950s) from the Supreme Court <br />Decree, with more labor and more man-power, and if these studies have ever been <br />considered. She can get more details from Eric to find out about it. <br /> <br />Kent agreed about the face-to-face meeting, and wants something set up before next <br />roundtable meeting. <br />
