<br />North Platte Basin Roundtable Meeting Minutes, April 24, 2007 <br /> <br />4 <br /> <br />Kent stated that a task order will figure out where we are and where we need to go. Carl <br />wants the roundtable to have the blessing of the town board to go forward with this <br />project, maybe invite them to the next roundtable. Dirk will present it to them at next <br />Town Board mtg. <br /> <br />Bob P. talked about existing task orders and where the roundtable stands today: <br /> <br />Non-consumptive use task order: <br />A statewide study group has been put together, they will meet on May 24th in Gunnison, <br />and all the SWSI reps have been asked to attend. They will lay out process, <br />recommendations, etc. It is important for our roundtable to have a representative there, <br />Bob said. The group will look at an 18-month study and existing data, identify areas in <br />state that are critical to non-consumptive use. They will also quantify the flow needs that <br />have to offset those critical areas, etc. Bob thought that concerns up here need to be <br />voiced. They will identify critical issues around the state and try to quantify need and <br />how to meet it, Bob said. Hal is going to try and attend the meeting in Gunnison. A <br />Draft of SWSI phase 2 technical roundtable report is on the website, according to Eric. <br />Bob mentioned that the Yampa Basin wants hunting and fishing needs addressed. Paula <br />G has copies of the draft non-consumptive needs assessment document for Yampa. She <br />thought they included some "interesting recommendations" for non-consumptive uses <br />that came out ofYampa. Carl asked how exactly non-consumptive needs for hunting and <br />fishing would work. As far as keeping a healthy fish and waterfowl population, Carl <br />thought that has already been addressed through minimum stream flows. <br /> <br />Paula talked about non-consumptive values, and how we can use them to make a case for <br />consumptive uses. <br /> <br />Bob P. talked about high-altitude crop coefficients: CSU did a study on the upper <br />Gunnison in regards to this. Bob said that the coefficients which have been put into <br />decision support systems are pretty representative of high altitude areas. CSU said there <br />would probably be no need for additionallisimeter studies, as there is enough <br />representative data already. Leonard Rice Engineering is working on a consumptive use <br />analysis for the South Platte decision support system (which includes the North Platte), to <br />come up with basin-wide consumptive use data for the North Platte drainage, and that <br />data will be available in mid-may. Bob thought we could divide that data by irrigated <br />acres data to get a sense of what consumptive use in this basin is. Comparing Leonard <br />Rice's analysis with the task order for the South Platte Decision Support System will be <br />important, Bob thought. <br /> <br />Kent said that CSU will be here at the meeting on the 26th to present research to the <br />roundtable. <br /> <br />Carl asked where Leonard Rice's data is coming from. Bob thought they used <br />coefficients from CWCB. Carl wondered how data that comes from a whole different <br />area of the state can apply to North Park. Differences in precipitation and altitude, etc., <br />
