<br />North Platte Basin Roundtable Meeting Minutes, April 24, 2007 <br /> <br />3 <br /> <br />because the roundtables bring people together to talk about basin needs, which usually <br />leads to CWCB assistance. <br />-Kent Crowder talked about how the water reserve supply account has impacted the <br />CWCB grant program, and how it has relieved a lot of the pressure on CWCB by coming <br />from the IBCC. <br /> <br />Kirk mentioned the construction loan program funds CWCB. <br /> <br />Kent asked from where work being done on South Platte Decision Support Systems is <br />being funded? Why is it considered statewide impact? Kirk answered that decision <br />support systems are funded out of "non-reimbursable," as well as SWSI, and Arkansas <br />River projects. <br /> <br />Kirk adjourned his presentation and agreed to stay to answer questions for the rest of the <br />meeting. <br /> <br />Kent asked for a report from water needs assessment committee, who met on <br />Saturday, to discuss Town of Walden project/task order. Kent talked to Eric Hecox, and <br />a new task order probably won't be fundable till after new appropriation in July. <br /> <br />Ty Wattenberg handed out meeting minutes, and talked about the meeting of the needs <br />assessment committee for the Town of Walden. <br />Kent stated that the needs assessment committee feels that the Town of Walden Board <br />needs to be made aware of this project, and should be invited to a roundtable meeting <br />before a task order is commenced, so they are aware of what is going on. <br />Dirk replied that the Town Board is interested, and wants to increase raw water storage. <br />Ty Wattenberg added that the Town might be able to get more water without any more <br />storage, but by doing odds and ends, such as getting water rights squared away, etc. <br />Kent wondered whether the Town is familiar with their water rights. Have they been <br />through court or municipal/domestic use, or are they direct flow irrigation? <br />Sue Petersmann thinks they were switched to municipal when water was transferred to <br />the town from the Hi-Ho ditch. <br />Kent suggested for the Town to sit down and find out about water rights, priorities, etc. <br />They can use 1400 money for research and senate bill 129 money or CWCB loans when <br />the project breaks ground. The roundtable can help the town through a task order, but the <br />town needs to understand the water rights they have. <br />Carl Trick II added that the roundtable needs to cooperate with the Town and vice versa, <br />but there may be other options for the town than building a storage pond up here. <br />Through the task order and CDM, someone can come up and analyze what the Town has, <br />what they need to do to secure more raw water for the town, and in the end the storage <br />options may not be the top priority. <br />Dirk Ramsey said that a study was done a few years ago, possibly by Kyle Fliniau, but <br />Dirk can't find the study or the results of the study, only one Map. <br />Carl didn't think this research would cost the town anything, and Dirk would like to work <br />from what research has already been done, rather than starting from scratch. <br />
