North Platte Basin Roundtable Meeting Minutes, April 24, 2007

7

Kent asked for comments on the North Platte basin roundtable process for considering
and approving the water supply reserve account applications he handed out. Hal wants a
copy. Kent thought that the roundtable needed to get something down as a guide, so the
members should take a look at that.

CSU is confirmed by email for June 26th mtg.

Carl Trick II reported that the IBCC webpage is going to be available soon. The
roundtable needs to have a liaison appointed who can post minutes to the webpage. The
webpage will show what other basins are doing, including educational presentations that
have been done at other roundtables. Kent appointed Curran to be a liaison since she is
now taking the minutes.

Ty Wattenberg wanted to go over the upcoming Gunnison meeting again, and what it was
going to address. Hal H. read an email about that meeting. Ty would like the North
Platte basin to be on same footing as other non-consumptive needs assessment areas,
since we don't have equal population to other areas, for example the Arkansas river
basin. Hal has four seats available for transportation to go to the Gunnison meeting if
anyone else wants to go. Discussion about the Gunnison meeting ensued. Discussion
ensued as to how non-consumptive use will be determined, and how "happiness" with
non-consumptive activities is subjective.

The meeting was adjourned.

(The next meeting is scheduled for May 22,2007).
