<br />Implementation Schedule <br /> <br />Emptying of the reservoir will commence in August 2004. Construction is scheduled to <br />begin in July 2005. <br /> <br />Special Use Permittin1! <br /> <br />Since this reservoir is on United State Forest Service lands a Special Use Permit and <br />NEP A study is required. The Upper Arkansas Water Conservancy District has operated <br />this reservoir for over 20 years with a USFS Special Use Permit. Presently the UA WCD <br />is operating under a temporary operating permit until all the required NEP A studies are <br />completed. The NEP A assessment includes the rehabilitation and the expansion. <br /> <br />Financial Analvsis <br /> <br />Only the Upper Arkansas Water Conservancy District through the Upper Arkansas Water <br />Activity Enterprise will be involved in financing of the project through a CWCB loan. <br />Attached as Appendix G are the District and Enterprise current Financial Statements and <br />5 Year Cash Flow Analysis. <br /> <br />The UA WCD is requesting a 30-year loan, based on $2,978,867.00 principal, from the <br />CWCB at a lending rate of3 percent. Attached as Appendix H is a 30-year amortization <br />schedule showing annual payments of $152,040.00. <br /> <br />Collateral <br /> <br />As security for the loan, the UA WCD will pledge revenues backed by a rate covenant and <br />annual financial reporting. <br /> <br />Alternative Financin1! Considerations <br /> <br />Alternative sources of funding would be local commercial institutions. <br /> <br />Economic Analysis <br /> <br />The economic benefit of the District and the Enterprise to the Upper Arkansas region is a <br />direct benefit for the growth and development of the area. Without the District storage, <br />the availability of augmentation for commercial, industrial, domestic and municipal uses <br />is limited, and the citizenry would find it difficult, ifnot impossible, to obtain affordable <br />water service. The District, through its Enterprise, has made available augmentation at 5 <br />to 10 percent of the cost an individual would expend on a private plan, assuming water <br />and storage was available.
