Social and Physical Impacts

This project will preserve one of the regions coveted recreation and fishing areas. North
Fork Reservoir is located at the headwaters of the North Fork of the South Arkansas and
provides an excellent high mountain recreation experience. This diversion structure will
have minor physical impacts. It has been located in this area since 1953.

Conclusions

1. The Upper Arkansas Water Conservancy District is a municipal entity formed
pursuant to Colorado Statutes.

2. North Fork Reservoir has been operated by UA WCD since 1979.

3. The project would continue to be operated by the District for municipal, domestic,
industrial, commercial, irrigation, recreation and augmentation uses.

4. The total cost of both phase one and two is $3,309,852.00.

5. The Upper Arkansas Water Conservancy District is eligible for the loan under the
various Colorado Water Conservation Board Project Funds and the project is
needed to prevent restricted use and eventual loss of the reservoir.

6. The project is technically and financially feasible.

uawcd Feasibility Study Rev.doc

Page 9 of9
