The following
altematives apply to both of these components.

Alternate 1: Retain the Status Quo
Pinewood Springs Water District could elect to do nothing. Historically, the District's system is not
capable of providing a reliable supply to its customers in dry years, resulting in the need to haul
water, which is discussed as Altemate I below.

Alternate 2: Consolidation of Raw Water Supply and Treatment with Other Communities
The possibility of another community combining with the Pinewood Springs Water District to provide
their combined raw water supply, storage, and water treatment needs has been considered. The
nearest other system would be the Big Elk Water District, but its distance from Pinewood Springs
makes this an unlikely option.

Alternate A: Enlarge Crescent lake and the Existing Water Treatment Plant
This altemate consists of increasing the volume of the existing Crescent Lake and combining it with
a reservoir to be constructed on the adjacent Powelson property, from which stored water could be
conveyed to the main water treatment plant by means of a new transmission line. This transmission
line would be fed by a transfer line that would drain water from the low spot of Powelson reservoir to
a pump station to be located at the north end of Crescent Lake. The combined reservoir would be
filled by means of a new gravity line placed where the existing fill line is now located.

The existing Crescent Lake has a history of significant leakage. Consequently, this altemate

2
